BUDGET met?
10 of 27chapters of the national budget spent no more in 2025 than the cabinet budgeted on Prinsjesdag.
On Prinsjesdag the cabinet presents the budget for the year ahead, chapter by chapter; it is amended during the year, and the outturn follows after it. We set Prinsjesdag beside what was actually spent, for every chapter since 2013. A gap here is not always a miss — debt management and state loans land on Finance, money moves between articles and funds — and the chapters are never added up: the budget funds are paid from the ministries.

A chapter's gap is often one article — debt management and state loans at Finance, deployment at Defence. A large gap on one article and the opposite on another within one chapter is usually money moved, not money missed.
Follow the money
The Municipalities Fund, from both ends
The largest single source of municipal income is the Gemeentefonds, a chapter of the national budget. The national budget shows what the State planned and paid; the municipalities report what they budgeted and received. Two independent ends of one flow of money — they agree to within a few per cent, and both show it growing between plan and payment.

“Apart” is how far the municipalities' figure sits from the State's. The State's side leaves out the fund's own running costs. Timing explains most of what remains: the State books a payment when it pays, municipalities when it is due, including corrections for earlier years.
Method
How this was measured
Every number on this site comes from what the government publishes itself. Nothing is estimated or imputed.
The documents
Every stage of every budget article is published: the budget presented on Prinsjesdag, the spring and autumn amendments, and the outturn. We compare Prinsjesdag with the outturn, since 2013, and show the last amendment beside it. Only spending counts, not commitments or income.
Why the chapters are never added up
The budget funds — the Municipalities Fund, the Provinces Fund, the Mobility Fund and the rest — are paid from the ministries: what a ministry transfers to a fund, the fund spends again. A sum of every chapter counts that money twice. Each chapter therefore stands on its own.
The Municipalities Fund
The State's side: the spending of the Municipalities Fund (chapter B) without the fund's own costs (the articles Apparaat and Onderzoek). The municipalities' side: what they budgeted and, by their accounts, received on policy area 0.7, the general grant and the fund's other payments.
